Processing of Tasks
 

1. Choice of industrial plants for investigation

Since the project was started in June 2003 local experts of each South Caucasian State gathered basic data dealing with the inventory of hazard potentials and the prevention of possible hazard incidents in the river basin of Kura.

The basic data comprise the following subjects:

 
  • Existing contingency plans or related regulations
  • contingency plan
  • safety report
  • on site contigency plan
  • off site contigency plan
  • major accident prevention policy
  • Existing main warning centres or related installations
  • Existing data base or data pool of operations

This task and the inventory of all in depen dent operations were performed by using templates developed for that specific purpose.

The data collection was performed by involving the relevant authorities, so several expensive off site visits could be avoided.

The compiled data was delivered to the project manager at the end of December. This material serves for the following selection of factories suitable for further investigation.

Looking at the results of the accidental risk spots inventory each South Caucasian country identified and proposed three industrial enterprises for further pilot investigations. These enterprises comprises the sectors

chemical industry (river Razdan – Araks)
chemical industry (river Debed – Kura)
mineral processing (river Debed – Kura)

 

 
  • Georgia

chemical industry (river Kura)
rail body processing (river Kura)
mining industry (river Maschawera – Kura)


In order to investigate and evaluate the state of industrial plants, model investigations of selected industrial enterprises were launched in May 2004 by means of check lists generated by the German Federal Environmental Agency. This work will be continued by local experts from South Caucasian countries. Research findings are going to be analyzed and evaluated in the framework of several working meetings scheduled for October.
 

2. Pilot investigations

The investigation of selected plants (three plants per country) was carried out according to the "Checklists for Investigation and Assessment of Actual State of Industrial Plants", provided by German FEA (Federal Environmental Agency), in the following order:
  • Information and training with regard of the application of the check list,
  • Exemplary investigations (in collaboration with a German expert in compliance with §19 WRA (Water Resource Act))
  • Analysis and discussion of exemplary investigations
  • Preparation of sample reports and verbalization of recommendations for safety engineering measures,
  • Pilot investigations of selected plants by local experts
  • Delaboration of reports and recommendations for safety engineering measures
  • Presentation of the results at the workshop
  • Discussion and recommendations for the adjustment of the check lists
Reports in Russian language about plant investigations and suggested measures for plant safety enhancement are available on CD at German FEA (Federal Environmental Agency).
 

 

3. Checklists

   

New checklists for investigation and evaluation of the safety of installations

In the framework of the project, checklists will be developed and integrated in the UBA package of "Checklists for investigation and assessment of industrial plant with materials and substances which are hazardous to water". In this case, the checklists are focused on tailing ponds (IAA) and decommissioning of industrial plants.

The new checklists will be developed according to the recommendations of the IKSR/E, specified on concrete installations and aligned to the requirements for the safety level of the installations. According to these checklists, the aspects of prevention of water pollution will be recorded at the installations. Checklists comply with regard to the structure and technical content to these recommendations. The scheme of the checklist for the IAA has been discussed comprehensively by the experts. All relevant considerations and recommendations of the experts were incorporated into the existing version. This checklist will be presented at the 32 nd meeting of the APC Expert Group of the ICPDR in September.

Right now the checklist for decommissioning of industrial plants is being developed. The principle proceeding has been presented and discussed in October 2004 during the international meeting in Erevan and the first layout of the checklists in July 2005 in the framework of the international informational seminar in Baku.

 

4. International Warning and Alarm Plan Kura

The first draft of the IWAK was presented at the International Information and Training Workshop "Warning- and Alarm Plans in European transboundary River Basins" in Baku in July 2005. Considerations and recommendations submitted by the experts during the discussion of the draft were incorporated afterwards. The resulting second draft was handed over to the participating experts of the Southern Caucasian countries for further revision, editing and preparation for later discussions.
