Preparation |

The
Federal Environmental Agency of Germany (UBA) performed a number
of projects to support MEE-States especially for the establishment
of international standards in the field of safety installations.The
base for those measures is a technical information transfer. The
objective of these preparatory activities described bases on the
technical specification from UBA dated June 26th 2002. |

In
the frame work of this feasibility study opportunities has
to be investigated to transfer other ana-logue projects to
the countries Georgia, Armenia and Aserbaidjan regarding their
technical and political infrastructure. Proposals for a successful
schedule to perform of a tetra lateral project were elabo-rated.
Thereby further demands on the protection of water bodies
and the pollution prevention in sur-face water (European Fram
Directive and requirements according EMAS) had to be considered
on project. |

In
this scheduled project selected industries should be investigated
in view to the present state of plant related water protection
accompanied with named experts and authorities of each beneficiary
country. Technical and organizational measures to enhance
the plant related water protection will be proposed on the
basis of the project findings, recommendations of the ICPR/-D
and European standards. |

| Those
findings will build a perfect knowledge base for the transfer
of technical know how in the field of installation and
safety engineering to other river basins. It is concretly
to be sound in this feasibility study, which requirements
of relevant international regulation could be met and
will be prioritised in this project with regard to the
current technical and administrative conditions in this
Caucasusian region. In this study risk assessment and
investigation on feasibilty were conducted for the Kura
river basin, where

South
Caucasian Countries Georgia, Armenia and Aserbaidjan will be
prepared and supported.
Main objective
is to find out the risks and uncertainty and specially the following
general conditions for the scheduled project :

Determination
of the technical and administrative feasibilty, |
| 2. |
Determination
and coordination of each accompanying leading authority, responsible
persons and local partners of each country, |
| 3. |
Cost
estimation for the project, |
| 4. |
Selection
of hazardous enterprises and needed improvements for
installation safeties unless of risk assessments maintained.

Regarding
the specifics of the three target countries the probable main
actors from the authorities, industries and NGO's will be identified
and recruited for the project. Networks have to be created,
which will secure a project realisation successfully.
According to the tasks in this preliminary phase the results were
presented at an internet-Site of the UBA-homepage.
