The first draft of the IWAK was presented at the International Information and Training Workshop "Warning- and Alarm Plans in European transboundary River Basins" in Baku in July 2005. Considerations and recommendations submitted by the experts during the discussion of the draft were incorporated afterwards. The resulting second draft was handed over to the participating experts of the Southern Caucasian countries for further revision, editing and preparation for later discussions.

In the Republic of Azerbaijan, the function of Main International Warning Centre (MIWC) is fulfilled by the Caspian Complex Environmental Monitoring Administration of the Ministry of Ecology and Natural Resources of the Republic of Azerbaijan in Baku.

In Armenia:
In the Republic of Armenia, the function of Main International Warning Centre (MIWC) is fulfilled by the Centre for Crisis Management of the Rescue Service of the Ministry for Regional Development in Yerevan.

In Georgia:
In Georgia, the function of Main International Warning Centre (MIWC) is fulfilled by the Centre for Monitoring and Forecasting of the Ministry of Environment Protection and Natural Resources in Tbilisi.
